What is a Local Waterfront Revitalization Plan (LWRP)?
An LWRP is a comprehensive plan for the Community’s Waterfront. It is a set of rules that govern how the waterfront is used and can be developed. It is based on public participation to reflect the community’s vision, goals and objectives for its waterfront.
What type of information is provided in an LWRP?
At the most general level, LWRP’s contain an inventory and analysis of existing conditions, strategies for addressing waterfront issues, potential projects, and identification of funding for implementing program plans.
What is meant by the term “inventory and analysis”?
An inventory and analysis is a term commonly used in the planning profession to describe the process of understanding the local character of natural and cultural conditions within a given area or region; the “inventory” can be thought of as the gathering of facts describing a location. The “analysis” refers to the interpretation of the facts. With regard to the LWRP, the analysis is the interpretation of the facts pertaining to waterfront issues, opportunities and constraints, and specific resource protection needs within the coastal area.
What is a coastal area?
The coastal area is defined by New York State as any boundary 500’ inland of any shoreline. Furthermore, a coastal boundary may extend further than 500’, up to 10,000’, to include significant inland resources. The Ogdensburg coastal area includes both the St. Lawrence and Oswegatchie Rivers within the City boundary.
