Civil Service Referendum on the November 7, 2017 Ballot for City Voters

City Council, City Manager, Sarah Purdy and City Clerk, Kathy Bouchard are asking voters to consider sending administration of the City's Civil Service to St. Lawrence County.

On November 7th, City voters will have a referendum on the ballot asking them to vote on withdrawing the administration of Civil Service in the City.  If this passes, the Human Resources Department of St. Lawrence County will assume administration of Civil Service for the City.

This change is being requested in part by the pending retirement of the current City Clerk, Kathy Bouchard.  By transferring these duties to the County, it would create an opportunity for the City to make changes to the City Clerk's position, as well as potential redistribution and/or consolidation of duties, which could potentially offset or reduce costs.

Additionally, this would be beneficial to Ogdensburg residents seeking to take Civil Service tests for the City and County. One test equals one fee, whereas now test takers are required to take two separate tests and pay two fees to be on two different lists for the same job title and opportunities.  However, the City can still require city residency or preference to fill vacancies within the City.

The City is the only municipality within St. Lawrence County that administers it's own Civil Service.
